The circle is white because white is all light and therefore all colors, representing all pride flags. The circle shape encircles every identity/group that is not specified by the stripes, or for those who technically fall under a stripe but don't connect with it specifically (ie. nonbinary falls under transgender however not every nonbinary person identifies with being trans.)
