The circle is white because white is all light and therefore all colors, so it represents all pride flag. A circle it encircles every identity/group that is not specified by the stripes, or for those who technically fall under a stripe but don't connect with it specifically (ie. nonbinary falls under transgender however not every nonbinary person identifies with being trans)
